Domain Isolation

I created a Group Policy( desktop Back ground) its slowing down the
machines on the other two Domains because the have a remote access to
the primary domain Server,I want to Isolate some of the users in the
active directory on my other two Domains.Or How can isolate the other
two domains from that policy.
