If you install and configure RRAS with the wizard and select the VPN Server
role, you create a server that functions as a VPN Server only as it creates
filters that block everything else. The easiest fix is to select "Disable
Routing and Remote Access", then "Configure and Enable Routing and Remote
Access" selecting the "Manually Configure your Server" option. This
creates the ports for a VPN Server without adding all of the filters.
