Yes there is a template file called Gpttmpl.inf file for Domain Security Policy. See
the link below for the path and description of it.

First make sure that there are proper permissions to the share [sysvol] and to the
folders and file itself on the two domain controllers and that you can open the file
with notepad. If you can not open the file then maybe it is corrupt and you can use
the instructions in the KB to reset it to default levels or see if you can open the
file on at least one domain controller with notepad and if successful copy it over
the corrupt file. Administrators by default have full control to the share and system
and administrators have full control for ntfs permissions. There is also a tool
called RecreateDefpol.EXE that can be used to recreate default domain and domain
controller policy if all else fails. --- Steve
