I would use browstat to check master browser status and use nslookup to check DNS status.

Hello,
I have Windows Server 2003 running fine for 1 1/2 years now but last week it
has started to misbehave. Now in Network Neighbourhood I cannot see the
server from any client, nor can the server see any client or itself in its
network neighbourhood. The clients can see eachother no problem and the maped
network drives to the server work fine. From XP clients they can print no
problem but Windows NT clients cannot print to networked printers.
I have tried installing a new computer and it says it cannot contact the
Domain Controler for the Domain to create a new computer account. (This is
doing it from the new computer as I usaly do)
I have rebooted the server a few times and turned it off for a few minutes
twice but this does not help.
Please help as I need to add the new computer and I have an entire floor
that cannot print.
