I've had trouble today getting and sending mail via my forwarder,
Domain City -- and their web site as well as some that they host all
seem to be unobtainable. Does anyone know what's happened?

probably better in uk.net.providers and/or alt.internet.providers.uk
or uk.net.web.authors and a check on webhostingtalk might not be amiss

Seen elsewhere:

..... has been informed that there is a major power outage in one of the
our Manchester datacentres. This outage is currently affecting our transit
customers, whose connections terminate in IFL2 (Reynolds House, Manchester
Technopark) datacentre. The datacentre engineers are currently working to
resolve the issue as soon as possible.

Also seen elsewhere:

There's been a total power failure in our Manchester datacenter, which
powers a number of websites and our co-located customers. Information is
currently sparse however it appears that the main distribution grid has
failed. We will bring you more information as we get it, although our
first concern will be to restore service as soon as possible.

sometime after 1600/1700.
