Browse lists are built by broadcasts, so they do not cross routers. A
segment browser builds a list for its segment and the Domain Master Browser
builds a combined list. For this to work you need to have all the machines
registering in WINS so that the DMB can find the SMBs. It it theoreticaly
possible (but messy) to use LMHOSTS files instead. See KB 150800 . It's an
old one but W2k/2k3 work the same way. Browsing is an NT legacy service.
