Does this sound like BS to you?

Was in an XBOX Live game last night and one of the players, from the UK, was
going on about hosting the game. He said that he rang his ISP, informed them
that he did a lot of hosting and therefore needed a faster upload speed.

In return for his trouble, they increased his upload to 3meg, combined with
a 2meg download.

Now is this even possible on an ADSL/DSL line currently within the UK or
does it sound like he's either got the wrong end of the stick or talking BS
