does netstumbler look for open ports? NEWBIE ALERT

When your driving down the road with your antenna on the hood of the car,
when you find a connection, how can you tell if it has an open port so you
can sit in your car and use the persons bandwidth and IP address when you
browse websites and download illegal shit and commit credit card fraud (not
what I will be doing but just wondering).
