One question Why ?

Despite perceptions, BTWholesale are a business like any other - and
must report to shareholders. They need to make money, and should judge
where their services are wanted using any means they can to maximise
profits.

For.
Its been shown that broadband availability will increase SME startups
(ref recent news about one Welsh county). If regulation mandates that
broadband be available to every exchange, this can only further improve
SME growth and create a more 'digital Britain' (whatever one of those
is) - provided that the findings in Wales is a given for the rest of the UK.

It would not make good business sense. Say you have an exchange where only
10 people want the broadband out of 1000, would it make good business sense
to provide them with broadband before the next town which has 100 people of
1000 wanting it?
Personally, I would like to see all exchanges converted tomorrow. But it is
not going to happen. They have to prioritise the work

But they have! The pre-registration scheme is closed... Those just
triggered or 90 percent there will get RFS dates in the next few weeks.
The rest of those with triggers set go into the rollout programme to be
announced in June.

I think it's a good thing. The trigger level scheme has mainly worked
well, allowing exchanges with demand to get updated with higher
priority. Now most Large/Medium/Small exhanges have already been done,
the scheme has run it's course, now it's time to blanket cover the rest
(aside from the tiny exchanges that cover a few households).
