How do you set up a "Dynamic" DHCPD configuration?

I need to figure out how to set up my dhcpd.conf file to reflect changes in
resolv.conf that is changed by dhcpcd.
Now I know this may sound a bit strange, but, my network consists of 1. a
cable modem feeding a VOIP "router" that feeds my linux
firewall/router/(local intranet)dhcpd(among other things)server. Every once
in a while, my ISP (gotta love comcast!) changes their settings that go to
my linux firewall box. For some reason, this screws up my linux boxes behind
the firewall, but not the windows boxes...
Can any one help or explain whats going on?

How about installing your own DNS server and using that instead of the
one(s) of your provider?

I do run my own, for my local network. Some times my ISP changes their
settings, which affect the settings down the 'pike'.
Are you saying that I should not be running dhcpcd to get nameserver
information from my ISP?
Note the original message concerning dhcpd.conf (the config file for MY
dhcpd server) vs. dhcpcd (the client side)
