How long is a piece of string?

The answer is "It depends." On what you consider when you say
"network speed." If you mean simply megabits/s you can use something
like a netperf TCP_STREAM test, or ttcp or any of the others in the
plethora of benchmarks out there.

If you mean measuring latency, then a single-byte netperf TCP_RR would
be one choice, I suspect some of the other benchmarks out there have
similar tests.
