How do I open all my ports??

Have a Dell 8300 PC running XP SR2.
I also have a router connected to the PC by cable, a laptop connected to
the router wirelessly, and Tivo connected to the router wirelessly.
I am having, I think, problems with the PC ports.
The laptop can 'see' my TIVO DVR - the PC can not.
Tivo can get to the internet through the router.
Some time back, someone on a newsgroup stated some ports on my PC were
closed and I needed to open them. I was given a list of sw to use to
check ports (e.g., etheral) and given instructions on how to 'ping'
various hardware connected to my PC. Far as I can tell, the PC always
passes. (And I have tried all this with the firewall disabled.) All
settings on my PC seem to be correct.
Is there a way to temporarily open all ports on my PC to see if I can
get the PC and Tivo to connect? I want to determine if the problem is
in the PC or not.

It depends on what software you are running. What software are you using to
block the ports, and how many programs are blocking them?

To my knowledge I have no software blocking ports except a firewall (if
it blocks ports). How do I find out what sw I have that is blocking
ports? And what is the difference between 'software' and 'programs?'

Meanwhile, in reference to David's response,

Yes firewalls block ports. Firewalls are software programs like ZoneAlarm,
Symantec Client Firewall, Windows Firewall, and some virus program that
protect against internet worms. Generally there will be an icon for the
program in the lower right hand corner. Look at the icons and understand
what programs they represent, and what the programs do.Software and programs
mean basically the same thing. They are the instructions that tell your
computer what to do and how to do it.
