How do I Migrate DHCP from a 2000 Server to a 2003 DOMAIN CONTROLL

I have seen KB 325473 talking about migrating DHCP, but it states you have to
logon as a local admin.

It also says "Although you can migrate the DHCP database to a Windows 2003
domain controller, the migration to a member server will be easier because of
the existence of the local administrator account". It does not tell me how to
do it if it is a DC. Demoting it is not an option.
