To follow up what Dave was saying,
Modeminf.exe is also a known Trojan, so definately run your scans. "IF" it's
just a corrupted program, you can follow the lines of removing/uninstalling
the program correctly as Dave mention, you can also use Start>Run>MSCONFIG
and disable the file from the startup. That will not "fix" the problem in
Windows, but it will stop Windows from trying to load the file on startup
hence silenting the message.
