That depends. Is it a contribution to an existing project? See the
documentation for that project. Entirely new thing? Host it somewhere
(SourceForge will provide hosting for FOSS projects), then announce it
(e.g. on freshmeat.net), and perhaps contribute packages of it to various
distros.
