Hi,
How do I contribute my own piece of code to the open source community?
For example if I am developing some new IOCtl and adding new entry in
sockio.h. I want to distribute this new IOCtl to the user community.
Can anybody suggest how to achieve this?

That depends. Is it a contribution to an existing project? See the
documentation for that project. Entirely new thing? Host it somewhere
(SourceForge will provide hosting for FOSS projects), then announce it
(e.g. on freshmeat.net), and perhaps contribute packages of it to various
distros.

Sounds like kernel code. On my system I
have /usr/src/linux/Documentation/SubmittingPatches
