Yes. DHCP will hand out whatever you tell it to hand out. It is "dumb", it
just does what it is told.

If it is a closed system and not on the Internet then there is no "router".
If the Server is on the Internet and is to be providing the connection for
the Client, then the server is the "router".

Too many possible causes there. There is no way I can simply guess about

Run DCPROMO from a command prompt to make the server a DC.

??? Don't understand the question. You can have a domain if all you had
was the server with no clients. A "domain" isn't dependent on how many
machines you have.
