DNS, DHCP, Network connection services will not start!

So i just finished loading, transfering got everything set up on a new MS SBS
2003 Server with SP1, did the exchange updates etc. Everything was working,
looked at the log and saw a few errors, decided to try to fix a few of them.
Went in and looked at the IP assinged to the local network card and must have
changed it accidentally. Now DNS service, DHCP Service, Network connections
service, etc will not start. I need to go back in and change the address on
that NIC but can't figure out how to do it now that I can not right click on
the network places, get to it through control panel (it is blank) I am going
crazy! I tried to manually ener a new server through DNS & DHCP management
console but it only lists the server with the older IP address and will not
connect. I have unistalled the card and reinstalled it with no luck. Any
suggestions? Thank you in advance!

try to boot it using safe mode. Then make changes.

I tried that. Te Network Connections service just says "starting"
indefinitely and will not allow me to access either card to make any changes.
I have also entered safe mode and disable all service that are not microsoft
services just in case. I tried to ping my original IP and the IP address I
thought it was changed to but it says Hardware error with those addresses.
The secondary card will ping straight back.

Oh, acccording to Device Manager both cards are working correctly. I suppose
from when I uninstalled and reinstalled the card though it would have lost
its IP address.
