DLink Router feature not working

I have a D-link router model DI-524. When I go to the admin options to limit
internet access on computers in my home network. When I try to setup this
feature, it either cuts off access altogether or allows access. it does not
work as I understand it to (i.e. from 9am to pm only on ip address 1.2.3.4).
Anyone here have this problem before or know of a way to get it to work.
D-Link tech support sure doesn't!! I've spoken with 4 different techs and no
results.
