whenever i log off a user on my win2k3 machine, the
broadband connection gets disconnected, cutting off the
internet for the other computers on the network that would
otherwise use it... how can i keep the broadband
connection active even after logging off?

I'm guessing you have ADSL and a PPPoE account?
If you're using a network, I suggest you get a cheap hardware
firewall/router appliance and use that to share your Internet connection,
instead. Less resource load on the server, and works a lot better, as well.
You can pick up a decent Netgear for about $80. Make sure it isn't just a
NAT device but also includes an SPI firewall - won't protect you from
everything, but it's a good place to start.

I don't have time to test this with Windows Server 2003, but in NT4 you
could use this registry value:

Key: "HKLM\Software\Microsoft\Windows NT\CurrentVersion\Winlogon"
Value: "KeepRasConnections" (REG_SZ)
Data: "1"
