"Disconnect if idle" Setting

I'm using Win98 SE + an ISDN card.

The above setting doesn't appear to work and I've been caught out a couple
of times recently and run up my telephone bill.

I'm certain that there is no background tasks running which could reset the
timer.

I never had any problems when using a modem but being new to ISDN, wondered
if I'm missing something.

How "certain" are you? Are you certain you have no spyware, adware or other
hidden parasites that are phoning home and keeping the line alive? What
about programs (chat programs and toolbar/tooltray programs are notorious
for this) that phone home looking for upgrades or updates?

Some Dell machines phone home every 15 minutes in the background, and
receive a message, something like: "This support service is no longer
available".

Fair point. Although if I do have spyware running in the background I'll
be most upset because checking my system every few days with Ad-Aware 6!

I must confess that I didn't know that although it doesn't affect me as
this is a self-build machine.

Okay, that's sure enough for me. :-) On the adware front, anyway. Did you
realize that many system add-ons (WeatherBug, Google Tray Search, etc)
'phone home' every so often?

I guess, in my semi-senile and sometimes wandering way, I'm trying to be
sure that you can point at every item on the Startup tab of the System
Configuration Utility (MSCONFIG.EXE) and say, "Yes, I know that program
doesn't access the Internet for any reason."
