Disble internet access for Win98 Lan workstation

Hello all,

I have Win2000 Server Lan with a gateway to the internet.
I want to use IE on a Win98 machine connected via TCP/IP
for local purposes, but do not want this machine to have
access to the internet. What do I need to do if I use a
static IP address I can just not assign a default gateway,
but can I use DHCP and use another setting to disable
gateway access?

Does it need to survive a user who desperately wants to get access?
