Welcome to Windows. On a Windows file sharing network, there's one system
designated as the 'master browser' which maintains the list of resources
available to the network. It's only updated once in a while, so if you shut
things off and turn them on again, you may have to wait for the system to
realize it no longer has a master browser and reassign one.

With a Windows file and print sharing network, it's just better to leave
everything on. Set passwords on your file shares and use the router's
firewall to keep people from poking around in your files. And don't ever
share an entire disk - especially not the system directories.
