Disable Win2K3 Firewall

Hi

I have a Win2K3 server that insists in starting up with the firewall
enabled. I have to run the command "net stop sharedaccess" in order to open
up the server.

Where do I disable it completely? I've looked in services and
sharedaccess/Internet Connection Firewall/Internet Connection sharing isn't
listed so just how do I knock it on the head?
