Disable Networking ?

I am trying to clean up my mother-in-law's computer. It
is a simple home PC. Everytime she boots up, the first
thing that happens is a log-in type screen pops up.
It is titled "Enter Network Password".
It instructs you to "Enter your network password for
Microsoft Networking."
It gives her the User Name, and wants a Password.
She can choose either option, "Ok", "Cancel" or just hit
return and the computer resumes booting up.
She is not networking with any other computer.
Is there any way to get the PC to NOT go through this step?

Use find to do a search for the PWL file associated with the account.
Delete that file. When you startup again leave the password blank and the
logon box should go away.

Another option would be to change the primary network logon to Windows
logon.
