There's no way to disable a LAN connection in Win98. If the
connection uses TCP/IP, you can use Start | Run | Winipcfg to release
the IP address, which will prevent network access.

Remove the default gateway specification for the network card. To do
that from a command prompt, enter:
route delete 0.0.0.0
If the LAN consists of more than one subnet, you'll need to create
routes to the other subnets after removing the default gateway.
