My Red Hat ES 4 machines all have IPv6 addresses, even though I put
IPV6INIT=no in the ifcfg-<interface> files. How do I not get IPv6
addresses?

There were many discussion touching this, I personally have a:
install ipv6 /bin/true
line in /etc/modprobe.d/myblack

--js

Try adding these two lines on top of your modprobe.conf:

alias net-pf-10 off
alias ipv6 off
