How to Disable/Enable Ethernet adapter under command line

Dear all,
How can I disable/enable (reset) a ethernet adapter under command line? I
tried ipconfig /renew, but it works for only DHCP. How about those adapters
with static IPs? Any tool to do that? Thank you.
