Difference between "man arp" and "man 7 arp" ?

What is the difference between the 2 arps when man arp and man 7 arp is
done ?
Both of the arp's have the same arp cache ?

One describes the arp program (user interface), the second the kernel
module.

apropos arp

arp (7) - Linux ARP kernel module
arp (8) - manipulate the system ARP cache

man arp gives '8 arp'

And look at the -S option and the MANSECT environment variable.
