DIALUP NETWORKING-SERVER WON'T ANSWER

Set-up Win98 machine as server. Not able to get modem to
answer when dialing into this box when set to allow users
in and is in monitoring mode(Modem answers fine when using
PCAnywhere). I'm trying to connect using another Win 98
machine. Any suggestions ???
