dialup modem connects slower on server 2003 than xp

can someone please tell me why server 2003 always connects (dialup) at a
lower rate than xp does on the same machine?
I have very low bandwidth and curing this would help a lot. server generally
connects at 1k less than xp and its noticeable on a 26k connection.
any help is appreciated.
