Hi,
I have a linux tower which needs to connect to the external world
through a dial-up connection. I can't seem to configure my modem or
modem connection just right. Can anyone give me any pointers or advice
when configuring a dial-up connection?

In debian run pppconfig and configure it. Otherwise setup wvdial or kppp
to do the dialing/connection bit.

Also be sure to add a route:
route add default ppp0

If it's a winmodem, get driver info from linmodems.org . They're not
always easy to setup/configure, but they can generally be finessed into
working one way or another.
