Dial Up Network Problem

This may be too small of a needle in the haystack, but I'm getting no support
from the software vendor so thought I'd throw this out to get some ideas of
where to start looking...

I have a dial up network program issued by the federal government and as
usual this software is about 6 years behind the times. After installation it
properly showed in Internet connections as a dial up network connection. It
is set to never dial. The software itself is set to NOT autoload, or do
anything automatically.

The problem. The shortcut icon sits on the desktop. The main window of the
dial up software opens randomly multiple times per day as if I had clicked
the desktop icon. And, when it does open, it steals the focus.
Additionally, I've noticed that if someone is trying to connect through
remote desktop while the main window is open the remote desktop connection
does not complete for the other party until I have closed this window. The
dial up does not take place when this happens, it just pops up the main
window waiting for me to manually click the "connect" button.

In addtion to making sure that auto "anything" is disabled, I also check my
antivirus software and disabled on demand/access scanning of this program and
all related files for this program. I also checked my firewall (Sygate, not
Windows) and my firewall recognizes it as a "friendly" program. To make sure
it wasn't the firewall, I disabled the firewall for 2 days, but that did not
resolve the problem.

It's almost as if the program is being "polled" (for lack of a better term)
but, I can't find a common denominator that would explain that this happens
every time "X" happens.

Whatever assistance anyone could provide would be greatly appreciated.
