Dial in tab not initializing

I get the following message when is select the dial in tab in the user
property sheet

"could not load the dial in profile for this user because: the network path
was not found"

Machine is a domain controller and is connected directly to the internet
using a DSL connection with ICF enabled on the external interface.

Plz help

Right-click My Network Places, select Properties, click Advanced, select
Advanced Settings. See if the local area NIC is at the top of the order, if
it is not, put it there.

Nop it is still not working.

Is ICF enabled on the internal interface?

Yes imentioned it earlier.

I am very sure that the problem has got something to do with ICF but i have
taken every sensible approach but nothing seems to work. Other abnormalities
that i see in my Windows are that

1. I can't get to start my WINS service even though it is installed, all i
see in the WINS console is a cross mark on my server icon and the foll msg
"WINS server is unavailable or may not be installed"

2. When i open the performance snap in and when try to add any performance
object i dont get their names what i get instead are numbers in place of
those performance object names.

No viruses i am sure about that
