I have dhcpcd working again. It appears my difficulty was in
misunderstanding Cox tech support. I had thought they were telling me that
I was allowed two public ip addresses. If I connect the linux box directly
to the cable modem as the sole computer obtaining an ip, everything works
fine. A later call to Cox tech support confirmed I'm allowed only one ip.
