Is the old IP address 169.254.x.x? If so, it wasn't assigned by DHCP
and it can't be released. It's an "Automatic Private IP Address",
which indicates that:
1. The network card is configured to obtain an IP address
automatically, and:
2. It's unable to communicate with a DHCP server to get an IP address.
If that's the case, check the wireless settings. Make sure that the
card is configured for infrastructure mode, the right SSID, the right
encryption type and key, etc. Look for conflicts in Device Manager.
Make sure that the driver is properly installed.
