DHCP Vendor class and option type - Windows 2003 Server

I have created a a DHCP vendor class on a Windows 2003 Server. I then
created specific options in this class. When I try to create an option with
code ID 001, I recieve an error message "The option must be between 2 and
255." Is there anyway around this? Our vendor clients require an option ID
of 1.
