DHCP superscope mystery

My DCHP scopes somehow become all members of a superscope every time the
server (also a DC) is rebooted.

I joining to this post.
I have exactly the same problem.
Once I created superscope on purpose and added to him existing already
scope. Also then I created second scope which I added to superscope. Then I
removed second scope and took out first from superscope.
From this time every time when I restart server, superscope becomes created
and my first scope is in superscope.

Does anyone know a solution for this issue?

I still haven't resolved the issue. Let me know if/how you fix yours.
