DHCP stopping state wont do anything else

Hi

have a SBS2003 (SP1) server and for unknown reasons the DHCP server is
in the state "stopping", it will not stop or restart, nothing in the
error logs, I cannot restart the server at this time but looks like this
is the only option. Anyone got any experience of this?
