DHCP Status Not Connected

When ever I open up the MMC for DHCP my DHCP server shows a Status of Not
Connected.

I double click on the server to expand it and the status changes to
**Active** and if I close the server expansion the status changes to running.

After removing the DHCP handout from our router and checking the display
statistics in the DHCP MMC I know that the service has been running since the
last time the machine was restarted.

Is the not connected status something that is always showing when the DHCP
MMC is opened up and then reflects the true status of the connection only
after you manipulate the server somehow?

That is not a problem, if the refresh is slow, then you see deactive and
later active.
Do not worry about that.
