DHCP split scopes

I have server A that has DHCP with a number of scopes configured.
Server B has DHCP authorized, but not configured with any scopes.

I want to implement 50/50 split scopes in this site for redundancy. Is
there an easy way to export a DHCP scope from server A, and import it on
Server B but have the scopes remain disabled until I can add the exclusion
ranges to both DHCP servers?

These are both Server 2003 standard boxes by the way

You don't split the scopes. You create them identically on both servers.
Then you use Exclusions to control which addresses are given out by each
one. Setup the Exclusions so that each give out 50% of the addresses.
Other than the Exclusions the Scopes should be identical and should use the
FULL IP Range as the "base IP Range" for the scope.

I understand how they're created with exclusions. Sorry for using the term
"split scopes" if it wasn't appropriate. My question is this. If I use
netsh dhcp server export and import, or backup the DHCP and restore to
another server, the service is running, when the scopes are loaded. I would
then need to disable each of the scopes, change the exclusion range to the
appropriate range and re-enable each of the scopes. First, this has 2 scopes
active at the same time for the same address ranges unless I were to take the
machine off the network during this process (which would prevent me from
doing this remotely). Second, it requires manual configuration of each os
the scopes. Isn't there a way to automatically export with opposite
exclusions for import on another DHCP server with the netsh command line
utility?

I don't know. I never touched Netsh. I hate commandline tools so much that
I rebelliously refuse to use it :-)
