DHCP Server unexplainably quits handing out IP's for a certain time

I have a few SBS 2003 Premium Servers that have had this problem that
remains to be resolved. The DHCP Service will not hand out IP's to the
clients. The clients will work fine one moment and not the next. I
have had this happen while changing out a switch twice and then one
time after a reboot. Different servers in different locations.

There are no errors on the server or workstations when this happens and
even if I assign an IP address to the client workstation I will not be
able to contact anything on the network. There are even link lights on
the NICs. Just as mysteriously as it starts it will resolve itself and
then things will work fine until the next episode. Sometimes it will
resolve itself within 1 hour or 15 hours.

I found this post however it has been closed, but it can give more
detail into what is happening.

Have you had any luck with this? I am having a similar problem... I
can see the DHCP Request packets, but the DHCP server just doesn't
respond.

No solution yet. The issue hasn't come back, however it is only a
matter of time...
