DHCP Server Lease setting lost after restart

Windows Server 2003 R2, 4 month old installed. Just setup DHCP on the
server, configured the scope, and set the lease time to 30 days. When
the service or server is restarted, the lease expiration setting is lost.

Any ideas?

are there any DHCP related errors in the event viewer?
