DHCP Server Event ID 1041

I have a remote AD DC with Windows 2003 SP1 and DHCP Service installed and
authorised for use. This is a remote Asia site where we have a medium number
of users. In fact DHCP services were working well for over a month, then I
have been told by local IT support DHCP is not working. Event ID 1041 "The
DHCP service is not servicing any clients because none of the active network
interfaces have statically configured IP addresses, or there are no active
interfaces"

I found that NIC was not bound to Server in DHCP MMC --> Server Properties
--> Advanced --> Bindings.

I have checked the single NIC card and strated and stopped DHCP service.
Same Event iD 1041 comes up and DHCP does not service any clients.

The DHCP Log shows error message
ID,Date,Time,Description,IP Address,Host Name,MAC Address
64,07/22/06,14:41:38,No static IP address bound to DHCP server,,,,

ID 64 --> is Over 50 so points to Rogue DHCP Service on LAN / Subnet

Local IT have replaced NIC with new card and we have same problem
Local IT have stated there are no other DHCp servers .... but I cannot
verify that :-(

Using DHCPLOC.EXE I get following error message
"OpenReceiveSocket failed 10013.SendDiscover failed 10013."

On the clinet PCs they are not getting IP address from Rogue DHCp server, so
I cannot use IP address or MAC address from ARP table

I have reinstalled DHCp on AD DC server but no luck !

I cannot find anyone info on MS Web site or Google search ...

Please if you can help I would be most greatful.
