DHCP server "Access Denied" as Administrator

A new install of Windows 2003. I can do everyting to scopes, but on the
server, if I try to stop/start/restart/ etc I get an access denied pop-up
window. I am logged in as the local admin account. The box is NOT part of a
domain.

Any ideas?
