DHCP scope options not retaining 003 router ip

Windows 2003, DC which had DHCP (lot of scopes).

All scopes works fine except one. This one does not retain the default
gateway information. I can add it, and can see it as 003 router with the ip,
but once I restart the dhcp service I can no longer see it. I can see the
rest of the options DNS,wins etc but not the router.

So the obivious issue is clients configured for that scope does not get the
gateway address.

I appreciate if some one can shed some light here.

I have never seen that happen except when someone tries to give it a router
IP# that doesn't fit in the subnet that the Scope serves.
