dhcp scope operations don't survive reboot

I have a Windows 2003 R2 Standard Edition server (upgraded from a Windows
2003 SP1) with an odd quirk (which it had before being upgraded as well).

When I reboot the server, the dhcp server scope options are not saved. I
have to re-enter them each time.

Anyone have any ideas?
