Your scopes are really supposed to use the entire range of a single subnet.
Then exlusions are used to rule out IP#s that aren't supposed to be given
out. I can't think of any reason that a second scope in the same subnet,
even if it uses a different "chunk" of addresses, is going to be any kind of
a benefit. It most likey will become a problem instead.
