DHCP Restore Procedure

One of our DHCP servers with a single SATA drive is slowly taking a nose dive
and we are in the process of trying to restore the DHCP database onto a
replacement drive. According to Windows 2003 Server Help the process should
be fairly straight forward:
1) Insert the old failing drive into the server and logon as domain or local
administrator
2) From DHCP MMC select the DHCP server and perform a Backup of the DHCP
database to floppy
3) Power down and insert the new drive that has Windows 2003 server freshly
installed on it configured verbatim as the old DHCP server.
4) Log on as domain or local administrator
5) From the DHCP MMC select the DHCP server and perform a Restore.

From the limited information in the help file it appears that all scope
definitions and current leases is obtained in the database restoral process.
In previous versions of Windows you had to manually copy
HKLM\System\CurrentControlSet\Services\DHCP\Config uration registry key from
the old server onto the new one before performing the database restore.

Using the instructions contained in the help file we are revieving a message
that the database is successfully restored and the server appears to be
authorized. When DHCP is stopped/started none of the scopes appear in the
list and an Event Log error 1019 appears.
