No.
The Relay Agent is for the purpose of granting VPN users TCP/IP Configs from
the 192.168.0.0 segment when they "dialin" via VPN.

The DHCP would be on 192.168.0.0 for the sake of clients on 192.168.0.0.

It is not possible that this would ever happen in the first place.
There isn't supposed to be DHCP Clients on the external side of the
ISA,...but even if there are, they are to be served by a DHCP Server that
sits on the 10.53.24.0 segment.
