I am using Cisco Routers to pass bootp, do I just need to
tell my scopes to use BOOTP and DHCP?

I assume I don't have to setup a DHCP relay agent on RRAS?

If I do, is there a document on how to set it up?

If you are using the Cisco routers as Bootp relays you don't need to do
anything to RRAS or DHCP except make sure your DHCP server has a scope for
each subnet you need it to service.
